You can do this through the OCI, and most of the Oracle tools use the OCI, but if you want to have control over the behaviour you'll have to write your own OCI application using OCILobRead() and specifying how much you want to read at a time.

It will still be slow, but you may be able to write your own recovery code so that if the link fails and the data is largely static you can recover without starting the transfer again.
