I have the DBA Studio work fine on my laptop (Win2K Pro SP2 256MB RAM with Oracle 8.1.7.3). However, according to Oracle you should start the OracleOraHome81ClientCache service which should resolve the problem (Metalink DocID 140248.1). Not sure if it does or does not because I don't have this service running on my machine and DBA Studio still launches.

Maybe you should give a shot.
