Recreating a tempfile would generally be more efficient than restoring it from backup - much faster to recreate than to restore from tape, for instance. The only reason I can think of to backup a tempfile is to simplify scripting if you aren't using RMAN. In other words, if you split a mirror and take that mirror to tape, it may just be easier/safer to copy the whole miror to tape, including tempfiles, even if you have no intention of ever restoring them. Otherwise there is no reason to back them up, so I'd disagree with your statement that they "should be backed up when doing a cold backup."
