I suspect it is because its quite a common situation. The business just wants to buy a 'solution' and the supplier/consultancy just wants to get the hassle of installling/configuring done. Then any problems become the DBA/In house IT teams responsibility. After all it worked when we installed it and walked through 20% of the functionality.

Not to mention that from the point of view of the supplier if you install something that demonstrably works but which has 'performance issues' you can then sell more consultancy to fix the problems.
