USER_ views are accessible by any User, and displays all the relevant objects for which the User is the owner.
ALL_ views are accessible by any User, and display all the relevant objects to which the User has been granted access, whether or not he actually owns them.
DBA_ views are accessible only by DBAs (usually), and display all relevant objects, throughout the database, whether or not you are the owner, and whether or not you actually have access to them via select, update, delete, execute etc privileges.
