Missing Message File

What would be the reason I got the following message? The UNIX server is
HP-UX ver 11.0. And, the oracle database server is 8i and PL/SQL is rel
8.1.5. There are two unix boxes point to the same Oracle server with the
similar setup. Sqlplus works on one server but not the other. One .cshrc
file is used. Any suggestion for the fix is highly appreciate.
