dbms_olap installation

I'm try to use dbms_olap functions, but I get "function not enabled" each time I issue a function beloning to such package. wandering between several Oracle documentation I found that this packase ip part of "Oracle supplied packages" but I cannot find instructions to install it.

can someone help me? can you suggest me where I can find the right information?
is this package included in the standard database installation kit (oracle 8.1.7)?
