As others have said this is completely mad - except for the specialised case of training Oracle Database Administration for 30 students. There is no other reason for this many instances. This many schemas on the other hand....

Data seperation is a compelling reson to use different schemas. This applies to ASPs as well.
Dev and production should never, ever, ever be on the same machine. Ever. Development crashes machines.
Test and production adds up to 2 in my book not 30.
