Insufficient SYSV IPC resources, missing shared library, installed parallel server option without cluster software being present, can be any number of things. I prefer the sun flares explanation that you can find at www.bofhweb.net. For detailed explanation look into

/opt/oracle/8.1.7/admin/bdump/alert_TEST.log

and accompanying trace files.
