optimizer mode

I imported a db schema to a 7.3.4 db and the optimizer don't do what i want. I used a rule-based optimizer mode, and i told that on the init*.ora. I tried deleting statistics with
ANALYZE TABLE table DELETE STATISTICS;
I tried rebuilding indexes
 but it doesnt like to use the index as it usually do in the other schema.

Is there something wrong?
