Seems I needed to take a step back. There was an SAP note 431881 about the SAP tools hanging.

Symptom
Immediately after the start, the SAPDBA and BR tools (Version 6.10) hang
during the setup of the first database link on HP-UX 11 64-bit.

A sapdba trace ends at the following location:

Returncode of function pipen 3 = SDOK, pipestatus = 0

There is an error in the standard C library of HP-UX 11 64-bit. Solution
Import the latest patches for HP-UX 11 64-bit, especially the one for the standard C library and ld(1) linker: HP-UX 11.00: PHSS_23440, PHSS_24381, PHCO_24148 and PHCO_23963 HP-UX 11.11: PHCO_24402 and PHCO_26124

Also, the connection string should have been oraSID/password_at_SID not oraSID_at_password@SID.
