Check the following:

  1. ORA_NLS environment variable. Should be $ORACLE_HOME/ocommon/nls/admin/data If it is not set, you need to set it. I don't know what platform you are using, in UNIX it should be set properly by oraenv script, in Windows it should be in the registry.
  2. Try NLS_LANG=french_america.WE8ISO8859P1. Charset is obviously correct, as you are able to connect using american_america.WE8ISO8859P1. Try to change language and territory. Also try NLS_LANG=american_france.WE8ISO8859P1.
