Need database splitting advice

I have two production databases running off one Compaq 4100. In addition to the two production databases there at least one test db running along with the production databases. This a Peoplesoft installation. There could be more tests db's running other than the normal two.

We will be getting one more 4100 to try and split things off. My question is which the two scenarios is better.

  1. Dedicate one machine per production DB along with it test DB's.
  2. Have one machine for the two production DB's and one machine for test DB's.

I personally lean toward number one, because I can improve performance of the production DB's by shutting down test DB's if I have to.

Any Opinions
