Put it this way: if you notice, or can measure, the impact of setting it to TRUE, then your database is so badly tuned, and so desperately in need of some decent diagnosis and fixing, that you can't afford NOT to set it to true.

There was an horrendous bug in (I think) 8.1.6 that meant setting it to true prevented any cursor sharing at all, but that's long since been fixed. For any reasonably-functional database, the impact is utterly negligible, especially compared to potential benefits.
