Procedures can be called remotely. your_procedure_at_dblink('I am a beginner creating havoc') should work without problem
Hence if the database link user has sufficient privilege you should also be capable to create them remotely
your database links are in dba_db_links

Enough hints? Final hint: If you really insist on having the procedure in every instance, with a for loop and execute immediate you should only need to type it a second time.
