More like a running window of roughly 900 seconds worth of changes in the checkpoint queue?

  Those blocks that exceed the 900 seconds and therefore are at the "end" of the queue, are written to disk outside of a checkpoint. Effectively throttling the amout of work required at the next checkpoint.
