Must be something with your sqlnet setup not with PMON. My crystall ball is wearing out, so could you please post listener.ora, tnsnames.ora, sqlnet. init.ora parameters db_name, db_domain, service_name and any firewall related information. You could of course also trace the connection from the client side with level 16. How to do this is in the docs, and I have posted it many times here.
