Installation of 9iv2 failed on Windows NT with ORA-12545

I also posted this to the Oracle discussion forum at http://www.oracle.com/forums/forum.jsp?id=831195 I was trying to install 9iv2 on my home machine, as there is not enough disk space on my current work machine.

I downloaded the three large zip files and then followed the install process for the early access program of Oracle 9iv2 aka 9.2.0. My machine in running Windows NT 4 SP 6a. I generally took all the defualt options. However the step that should have
created a general purpose database failed. Actually it "hung", returning me to a place where eventually I had to cancel it.
One error message that appeared, I think the first, was ORA-12545.  

I suspect the problem has to do with the network listener. I am trying to install on my home machine, and it is not really connected to any network. I do have a cable modem, and saw some places where it was using attbi.com in its output. But this seems wring.
I also have an old Novell setup left on the machine, and saw some evidence that it was using some old data from that, which is also wrong, e.g. the values for HOST and USER in the listener.log output included below.
Based on what is in nmiconf.log I wonder if there might be some kind of problem with the Windows registry.  

How can I configure it to only use some kind of local non-network connections, e.g. I aslo saw evidence of "ipc".
