It means that you are trying to mount (and thus to open) a database which is already opened. The principle cause of this is that your ORACLE_SID environment variable is mis-set, causing you to attempt to open the wrong database.

Therefore, you can't "handle" it, just do it right: set ORACLE_SID correctly before attempting the startup command.
