I haven't posted that in a recent paper...what do you consider recent? It is however true. But I agree, if you are using proper management then it is not required. As to the 1%, I believe it was an arbitrary number incase someone didn't specify storage at the table or index level to prevent outrageous growth. As long as proper storage is included with create commands it really doesn't matter. Of course if people would always specify proer storage then this discussion wouldn't be here would it!
