I'm using 8.1.7 on W2000 (Both Professional and Server) and get exactly those behavior I've descibed later. A moment ago I made a test:
1. Opened 5 sessions through SQLPlus;
2. Executed

        SELECT MYEXTERNALFUNCTION('TEST') FROM DUAL statment from the every session;
3. Checked out the Task Manager: there where 5 instances of ExtProc;

4. Got all the session closed;
5. Moved the DLL out from the original location with no error;

Updating parts of a running systems is always being a headache. You have to force users to disconnect or kill their sessions.
