RAC is an add on option to Enterprise Edition. You need to license EE and then add RAC on top of it. As far as the install goes, the installation is dependent on the platform I think. I've only installed it on Unix boxes, so I could be wrong on this but I believe there is some pre-install work to be done on Windoze. If you have a clustered environment, the installation automatically picks that up and asks which nodes you want to install on (apart from the node the installation is being run from - that is automatically selected).

I haven't tried the download from OTN, so I can't swear to what's in it. However, we don't usually mongrelize the downloads that are available there so it's probably included in the EE download. Again, I could be wrong.

First thing I would suspect from what you've said above though is that you need a bit more understanding of what it's used for. There's no mention of clusters in your posting, so the first thing to be aware of is that RAC is designed to run on a cluster - no cluster, no RAC (obviously a simplification, since you can run it without a cluster for testing purposes, but why would you want to do that?)
