Your problem is

AIX 4.1 ======== desupported 
sqlnet v1 =========== desupported
Oracle 7.1 ============== desupported

Your client software =========== never certified on Win 98

And everything desupported in the previous century.

Should I say more????????????

Upgrade to Oracle 8i or migrate to a product from the Evil Empire
