It may be worth reviewing the iSQL*Plus web interface. This can be used over HTTP or HTTPS.

The iSQL*Plus server is available on Windows with 9.0.1 of the database. (Other platforms e.g. UNIX are supported in the upcoming 9iR2 database release).
