Several of the TPC benchmarks have different scalability factors. If you take a look at TPC-H or TPC-W you see that they coem in different sizes. A vendor does have the opportunity to show that the product does not only scale up, but also down.
One of the challenges for vendors is to show reasonable cost increase across the board.
This can show that one can start with a 100GB warehouse and grow to say 3TB and get some kind of prediction on how expense will develop. Just as an example take a look at the DB2 on HP combination from 300GB to 3TB onTPC-H.
The 300GB result was actually published after the 3TB and IBM had nothing to prove other than that DB2 can scale down.
