I think that the argument can make a lot of sense for NEW installations. It is possible that the training and reskilling can be worked into the project along with the training reskilling of the business users. If that can be done purchase and support costs are a far bigger part of the picture.

Not all projects run like this but hey i can be an idealist from time to time.
