Oracle 8.1.6.0 Standard edition on Linux RedHat 2.2

As soon as this query does not return any records I think I can fool Oracle and replace ALL_TYPE_ATTRS with empty local table.

It may work just nicely and execution plan would produce immediate results after analyzing.
