Just a thought. If you have access to Metalink, take a look at bugs related to 8.1.6. Many of them have a conclusion: Fixed in 8.1.7.

I think of 8.1.7 as a major clean-up release. And of 8.1.6 as of one of worst releases of Oracle Server since 7.3.2. Judging by amount of stupid bugs, of course.
