Obtaining machine name and port number using Net8 Alias

Hi,
I know the user name and password of an oracle database. I also know the Net8 alias of the database. Using these 3 values, is it possible for me to obtain the name of the machine and the port number on which this database is maintained? I know this can be done using tnsping. But I want to obtain it programmatically, either through Pro*C or PL/SQL. I cannot parse the tnsnames.ora file as I do not have read permissions on that file. Is there a way to do it?
