Your shared pool is fragmented. You can try to resolve it by enlarging the shared pool, but this doesn't help always, depending on your use of pl/sql. Alter system flush shared_pool simply flushes the shared pool and you also resolve it, though with this command all your pl/sql code needs to be cached again.
