Anywho - to the original question - there would be no reason to not go with Oracle9i at this stage. Daniels assertion that Oracle9i has a few kinks that need to be worked out is both correct and misleading at the same time - any version of Oracle always has a few kinks that need to be worked out.
Does Oracle9i have any more kinks than any previous version ? - I'd argue no.
Development is always cumulative, and just through general laws of entropy, more bugs are fixed in each new release than any previous release, and each release is always tested and QA'ed more strongly then any previous release. The number of QA tests for Oracle9i actually tripled over Oracle8i, as we have learnt new ways of doing more testing much more quickly.
In addition, there are always strong new technology reasons to go to new releases as well - both for new functionality, and improved capabilities of existing functionality.
