AUGH. Yes. That too.

It's only been 100 years, you'd think any user but sys or system would require explicitly specified default tablespaces and temp tablespaces in their CREATEs, and perhaps even forbid use of SYSTEM to be specified for any users other than sys or system (or other special Oracle internal users) in CREATE or ALTER user statements.
