TNS-12560 error during db creation - Please Help!

I am doing a new install of Oracle 8i on Windows 2000 Adv Server.  I am
receiving 'tns-12560 protocol adaptor error' when I run the database
configuration assistant at the point where it starts to create a database.
Please help!
