The only thing that leaps out at me is (CONNECT_DATA = being on a different line than (SERVICE_NAME...

You might try putting these on the same line and see if that helps.

Sounds like something changed on the client. You may want to check registry entries, environment variable assignments like TNS_ADMIN in the registry on the client machine.

You could also check service properties for the listener.
