You don't need to create a spfile. Oracle will also start with an init.ora file (as it does right now). The advantage of a spfile is that you can dynamically alter your system parameters and Oracle will write your changes to the spfile (at your will) so that they survive the next restart of your instance. There is a CREATE SPFILE command to create the initial spfile from your init.ora file. Refer to Oracle 9i doc for further information.
