Oracle ships Oracle Plug-In for IIS with 9iAS, which provides essentially the same
functionality as mod_plsql. And our company is currently developing a servlet that
can be used with any server supporting Java Servlets (don't think IIS does, but
there's Apache for win32) and will provide the same functionality. mod_plsql is
Apache-only (actually, it seems it's only for Oracle HTTP Server powered by Apache)
and can't be used with anything else (IIS, FastTrack/iPlanet, etc.)
