You have provided insufficient information from which to formulate an answer:

What kind of application? How large in terms of number of tables and volume of data? How many transactions per hour? How many simultaneous connections? How critical is it to the business if there is downtime? What in-house resources do you have in terms of server, architecture, and operating systems?

If you can go from Oracle to SQL Server likely you can also go to MySQL on Linux using used servers purchased off eBay and save almost all of the money.

Then, of course, there is your resume to consider. <g>
