A feature. The idea was, as the was *personal* oracle - only one instance per system
- a database can be changed and enlarged conclusion
You should be able to live with the starter database.

Regrettably, that came with the default 2k block size, at that couldn't be changed at all. (For some strange reason, the create database statement also didn't work)
