FINAL: thanks to Vladamir for pointing me in the right direction. The following Oracle Metalink Note:175472.1 aptly titled 'How to Cleanup the JVM in 8.1.7' is a definitive fix for a broken JVM. Note however that Oracle calls this note a 'draft' and it's being moderated. At this point I think it's fairly clear that the readme instructions for the Linux 8172 patchset were what broke the JVM to begin with--referencing those instructions with the windows instructions pretty much showed the error in the procedure for re-loading the java system.

I still don't know why catxsu.sql and also the scripts called from it were totally missing from my Oracle dirs...

I'm going to post the reference to the Metalink note under separate subject for those specifically looking for the fix.
