Doesn't sound like that. I'd say he deleted the files in fs but failed to do so in oracle. Or other way. (As usual) there is no error message and/or spool file so we can't really tell. There is no point in guessing, not enough info -> can't help -> sorry mate. I squeezed in because of inodes not redos. BTW forgot to add that inodes are also locked (at least in hp-ux) for binaries currently running. The last reference can't be deleted but can be renamed. You can reuse the name after mv.
