your not deleting the old one

e:\oracle\ora81\database\pwd<sid>.ora

and thus the new one is not getting created when you rebuild the service...

by the way you don't have to re-create the service just to recreate the pwd file just do;

del c:\oracle\ora81\database\pwd<sid>.ora and
orapwd file=c:\oracle\ora81\database\pwd<sid>.ora password=oracle
