Although I haven't really tried that, I estimate this should be possible.

The steps are:
- Install JacORB in the RDBMS (loadjava) - Publish the ORB's listening address (listener.ora)

Maybe, http://www.interealm.com/roby/technotes/iiop_on_oracle_8i.htm is a good starting point...
