the site SysInternals http://www.sysinternals.com has a utility to list all loaded .dlls. Grab the utility and see what has the ociw32.dll locked. Before applying patches, you are best off to set all Oracle Services to manual, as well as all services that use oracle .dlls, such as backup software agents, snmp agents, etc. Reboot.
run your patches, rebuild the dictionary and java system as described in the release notes.
set the services that you have set to manual back to automatic Reboot.
