This applies to any database product.
Metadata is data *about* the database. So the datadictionary,
describing the database is metadata. To make things difficult, this
metadata is kept in the database itself. This implies Oracle (or any
other database product) automatically and implicitly issues
sqlstatements to maintain the metadata. Such statements are commonly
called 'recursive sql'
