Internal Lock Waits

Does anyone know what could cause "Internal Lock Wait" with a sql query statement only (no updates). All db_block_buffers are not being used.

CPU=4; UNIX/SOLARIS 8; Oracle 8.1.7.2

db_block_lru_latches = 8; db_writer_processes=4;dbwr_io_slaves=0; db_block_size=8192; db_file_direct_io_count=64; db_file_multiblock_read_count=32;
