[ODBC][ORA-12500] TNS Listener error

Recently, I've been getting the [ODBC][ORA-12500] TNS Listener error.
I'm using Oracle v.8.1.6. I don't know why this is happening. Also,
the problem basically goes away by itself after a few seconds. It
seems to come and go as it pleases! Do i need to increase the number
of processes?
