The downloadble Oracle8i (8.1.7) version at the Oracle site doesn't contain the OEM.You have to download it separately. In the CD distribution, it is in a different CD.

100% correct: the WebDB (Now part of the Portal AS) is included and installed when installing Oracle8i. (and of course 9i).

100% correct: The Oracle 11i suite doesn't include the Oracle Data Base Server. My apologies for this slip.
