Oracle 8.1.7 Installer crashes on Windows 2000 Pro

It just crashes right after I click on Setup. I tried 2 brand PC with fresh
installation of Win 2000 Pro SP2...


The Oracle 817 CD was downloaded from OTN.. and it works for NT4..



Any ideas? I don't want to delete everything and install NT instead of 2000.
The documentation says the 2000 should be supported.
