The installer is indeed not Y2K compatible. 3 solutions:

+ upgrade to 8.1.7
+ download a Y2K installer from metalink
+ alter the file %ORACLE_HOME%/orainst/nt.rgs
and change the format dd-mm-yy : eg 10-03-00 change 00 to 99 and the installer normally must work again.

The first option is ofcourse the best one. 8.0.4 isn't supported anymore.
