Almost certainly because svrmgrl is the command line name for server manager on OS's other than netware. It looks from your post as though on netware this executable is named svrmgr31. Try issuing the following from within svrmgr31 connect internal/oracle; and see what happens. I'd expect an error message to be honest but the error text might help.
